Note that there is a lunar eclipse visible in EU/USA on 26th August. Since it is past midnight in EU, Upakarma observance remains unaffected. In the US, Upakarma moves to the next month, Bhadrapada.
Depending on location (sunrise, sunset, start of madhyahna kaala and presence of Purnima tithi during madhyahna kaala), Upakarma should be observed as follows:
25th September: On the West Coast — the San Francisco Bay Area (San Jose, Fremont, Sunnyvale, Santa Clara), Seattle, Los Angeles, Sacramento, and San Diego. In the Mountain/Southwest region — Phoenix, Denver, and Las Vegas. In Texas/South Central — Dallas–Fort Worth (Irving, Plano), Houston, and Austin. And in the Upper Midwest, Minneapolis.
26th September: In the Midwest — Chicago, Detroit, Columbus, and Indianapolis. In the Southeast — Atlanta, Raleigh–Durham, Charlotte, and Nashville. And along the East Coast/Northeast — the Washington, D.C., New York City, Philadelphia, and Boston.
